Default Keeping stuff in /bin, /lib, /sbin

I would reply to arch-general rather than just me; it doesn't help
everyone else if our conversation is private.

I don't think we're even going down this road yet- the only /lib
manipulation we would do at this point is actual libraries, not kernel
modules or the dynamic linker.
