Default syslog-ng-3.2.4-1

Hi,

syslog-ng-3.2.4-1 is in testing.

Changes:
- Upstream update
- Added reload option to daemon script (implement FS#23838). This is
for "Reloading Syslog-NG configuration and re-opening log files"
without having to stop the daemon.
- Added checkconfig function to daemon script to check syntax of
config file. This uses 'syslog-ng -s'. If the config file has a
syntax error, the daemon script aborts and syslog-ng is not started or
reloaded.

Please test and signoff.
