Hi,

please signoff for both architectures.

changes:
- make fhs compliant
- patch the tc utility to find distribution files (FS#17094 [1])

You should be able to test the bug with a command similar to:
'tc qdisc add dev eth0 root netem delay 100ms 50ms distribution normal'

can someone please enter a command similar to the above in a terminal
and see if it does not segfault anymore? (i.e. please signoff)

OMG but it makes my network so much slower! Please fix! :P

$ ping dublin
