Default openssh 3.5p1-2

Changes: Create /var/empty in the init script if it doesn't exist
already - sshd will refuse to start otherwise.


Please sign off both architectures.

Signoff x86_64 - restarted and reconnected just fine.

I also got locked out. Signoff both.

And also moved it to core.
